What's inside

What is inside the proposal kit?

Fourteen parts in Word, ten sheets in Excel. The Word file holds the text the evaluators read. The Excel planner holds the numbers behind it.

  1. 01

1 to 2. Cover letter and scope

A cover letter, then a table where you restate each part of the scope in your own words and say how you meet it.

  2. 02

3 to 4. Solution and compliance

Components with datasheet pages, a table of technical values (offered against required), and the four answers to use for every clause.

  3. 03

5 to 6. People and plan

Key personnel, ten phases with outputs and an example 12-week bar chart you replace with your own.

  4. 04

7 to 8. Method and testing

An installation method in nine steps with quality controls, and a test table with a place for evidence and for the acceptance signatures.

  5. 05

9 to 10. Training and support

Training by audience, a sample agenda and an attendance sheet. Then warranty, support levels and spare stock, with every value left for you to fill from the tender.

  6. 06

11 to 14. Experience, risks, index, declaration

Similar projects, a risk table, a document index with tick boxes and the signed declaration.

  7. 07

    Excel: setup, plan and capacity

One Setup sheet feeds a Gantt chart, the installation days by site, the training sessions and the warranty end date.

  8. 08

    Excel: compliance, documents, risks

A clause-by-clause sheet with live counts for Annex A, an attachment tracker with percent complete, and a risk score for each risk.

What the compliance sheet shows you

Type each clause of the tender and pick an answer. The sheet counts the answers and marks every row that is not finished.

How it runs

From the tender to the signed proposal

  1. Read the tender

List every technical clause and every document it asks for. Note the schedule limit, the number of vehicles and the evaluation points.

  2. Fill Setup

Enter the vehicles, sites, teams and warranty. The plan, installation and training sheets start to work.

  3. Write the proposal

Fill the Word parts in the tender order. Attach a datasheet page for every device value.

  4. Review and sign

Clear every red cell, have someone read it against the tender, and send it to your legal team before you sign.

What does a technical proposal for a tracking tender hold?

Most tracking, IVMS and video tenders ask for two envelopes: a technical one and a financial one. The technical envelope shows that you understood the scope and can deliver it. It says what you supply, how you install it, how you test it, how you train and support the client, who does the work and what you have done before.

Evaluators often score it against a list taken from the tender, so the order and the numbering matter. Rules differ from one buyer to another: read yours first, and follow it where it differs from this kit.

How to use the kit

  1. Fill Setup first. Vehicles, sites, teams, warranty and the schedule limit.
  2. Write the Word parts in the order of the tender. Change the headings to match its numbering.
  3. Answer every clause in the Compliance sheet and attach it as Annex A.
  4. Check the plan. The Work plan sheet compares your last week with the tender limit. The Installation sheet checks the installers against the weeks.
  5. Clear the red cells, remove the how-to page and the examples, and send the whole file for legal review.

The four answers to every technical clause

Use one of four answers for each clause. An answer with no document behind it is a weak answer, so name the datasheet page.

AnswerUse it whenWhat you must add
ComplyThe item meets the clause fully. The document and page that prove it.
Partially complyIt meets part of the clause. What is missing and how you will close the gap.
DeviationIt does not meet the clause as written. The alternative you offer and why it serves the purpose.
ClarificationThe clause is unclear. The question you sent and the reply, if any.

"Partially comply" and "Deviation" are honest answers. A fair evaluator can accept an alternative that serves the purpose of the clause. A "Comply" that the datasheet does not support is a risk to your whole bid.

The numbers behind the plan

The Excel planner uses simple formulas, so you can check them by hand.

Installs per day = teams × installs per team per day Installation days = vehicles ÷ installs per day, rounded up Installation weeks = installation days ÷ working days per week, rounded up Training sessions = trainees ÷ class size, rounded up Warranty ends = acceptance date + warranty months − 1 day Risk score = likelihood (1 to 5) × impact (1 to 5)

Worked example with the sample values: 120 vehicles, 3 teams and 4 installs per team per day give 12 installs a day, so 10 installation days and 2 weeks of 5 days. The plan allows 5 weeks, so it fits. 120 drivers in classes of 20 give 6 sessions, and at 2 hours each that is 12 trainer hours. A warranty of 24 months from an acceptance date of 2027-04-25 ends on 2029-04-24. A risk with likelihood 3 and impact 4 scores 12, which is Medium.

These are example values, not recommendations

Daily output per team is your own measured figure: it depends on the vehicle type, the device and site access. Take warranty length, response times and class sizes from the tender, and every device value from the manufacturer datasheet.

Common mistakes

  • Answering a question the tender did not ask, and skipping one it did.
  • Copying a device value from a brochure instead of the datasheet, or from this kit.
  • Leaving example text, example names or the how-to page in the file.
  • A work plan that ends after the schedule limit, or phases that do not add up to the installation days.
  • Warranty or response promises that you cannot keep.
  • Prices in the technical envelope. Some buyers reject such a bid: check the rules of your tender.

Limits

The kit is a working tool, not legal advice and not an approval. It does not show that a company, a device or a document meets any requirement. Your legal team reviews the text, and the tendering entity decides what is accepted. Nothing here replaces the tender documents or its addenda.

Ask bidders for the datasheet pages

When a bidder offers Tracom devices, the datasheets and the installation instructions are available from us, so the bidder can attach the exact pages. The format works with any make.

  • Tracom ST100. A GPS tracker with a datasheet you can cite in Part 3.
  • Tracom M1N. An MDVR for the video rows of the compliance table. Camera options such as DSM/ADAS are confirmed with the Tracom team.
  • Platform reports. Sample report screenshots for the proposal and for the acceptance tests.
  • Over-the-air updates. Ask for the details that match your tender clause. They depend on the device and the setup.
Questions

Tender proposal questions, answered

Preparing a tender now? Talk to Tracom.

Is the kit ready to submit?

No. It is a starting point. You fill the highlighted fields with your own facts and the values of the tender, delete the examples, and have your legal team review it.

Can I use it for a tender without video?

Yes. Delete the MDVR and camera row in Part 3, the video test in Part 8 and the video rows in your compliance sheet.

Where do the device values come from?

From the manufacturer datasheet of the device you offer. The kit holds no device values on purpose: attach the datasheet page next to each value you write.

Why are there no prices?

Most tenders keep the technical and the financial proposals in separate envelopes. The kit covers the technical envelope only, so it has no price, margin or discount fields.

Does it work in Google Docs and Google Sheets?

Yes. Upload the files to Google Drive and open them there. Check the formulas, the colors and the Arabic layout after you import them.

What does Tracom do beyond the kit?

Tracom makes tracking and video devices and can send datasheets and installation instructions. The kit works with any make, and it is not legal advice. It does not say that any product or company is approved. Your legal team and the tendering entity decide that.
