Process

From booklet to acceptance in six steps

  1. Fill the cover and Part A

Tender number, dates, quantities and sites. Delete the how-to page.

  2. Set the technical values

Keep, change or delete each typical value. Mark every clause M or O.

  3. Complete Part C with legal and finance

Service levels, guarantees and evaluation weights.

  4. Issue it and take questions

Annex B is the form for questions. Answer every question to all bidders.

  5. Score the replies

Move Annex A into the Tracom compliance matrix to get status, score and the mandatory gate.

  6. Accept vehicle by vehicle

Annex C is the test sheet the installer and your representative sign.

Why a neutral booklet?

A tender that reads as if it was written around one product is easy to challenge and hard to answer. A neutral booklet asks for what the fleet needs and lets bidders show it. More bidders can answer, and the comparison is fairer.

The clauses ask what a device does, not which brand it is. Tracom does not tailor them to its own devices.

How to adapt it

  1. Cut to your purchase. Remove sections you do not buy, such as video or sensors, and the matching Annex A rows.
  2. Name your regulators. Section 6 is empty on purpose. List the approvals that apply in your country and let the bidder fill in the numbers.
  3. Decide Mandatory or Optional. A mandatory clause that is missed can end the bid. Keep that list short.
  4. Set the commercial terms with your legal team. Penalties and guarantee amounts depend on your rules.

About the typical values

Grey italic values, such as 10 to 30 V DC, IP67, a 128 MB memory or a 24-month warranty, are typical reference values, not taken from one named standard or tender. They are starting points. Verify each one against the current official text and your client's standard before you issue the booklet.

Do not copy a value because it looks standard.

If a value is too high for the fleet, you pay for what you do not use. If it is too low, you get a device that cannot do the job. Set it from your own risk assessment.

Evaluating the bids

Section 10 uses two stages. Stage 1 is pass or fail on the mandatory clauses and the documents. Stage 2 scores what is left. Price score = lowest price / bid price x price weight.

Limits

The booklet is a template, not legal advice. It does not know your country's procurement law, and it does not say that any product meets a standard or holds an approval.

Want Tracom in your tender?

If you invite Tracom to bid, we answer Annex A clause by clause and attach the datasheet pages. If you only need to know what a Tracom device can do, ask for the datasheets before you write the clauses.

  • Tracom ST100 and M1N. A tracker and an MDVR, for Sections 2 and 3. Camera options such as DSM/ADAS are confirmed with the Tracom team.
  • Advanced configuration files. Apply one set of event rules to many vehicles. See clause 2.17.
  • Over-the-air updates. Clause 2.10 asks for FOTA. Ask each bidder for the details.
  • SCMS portal. Device configuration and firmware security, as in Section 5.
Questions

Tender booklet questions, answered

Writing a tender now? Talk to Tracom.

Is the booklet ready to issue?

No. It is a starting point. You fill the highlighted fields, set the values and have your legal team review it.

Is it written around Tracom devices?

No. The clauses are neutral and describe what a device does. A neutral tender attracts more bidders and is harder to challenge.

Where do the typical values come from?

Typical reference values, not from one named standard or tender. They are marked in grey italics. Verify them against the current official text.

Can I use it for a tender without video?

Yes. Delete Section 3 and its rows in Annex A. Number the rest as you like.

Does it work in Google Docs?

Yes. Upload the .docx file to Google Drive and open it with Google Docs. Check the tables and the Arabic layout after you import it.

What is Tracom's role here?

Tracom makes tracking and video hardware. The booklet is a template. It does not give legal advice and does not say that any product meets a standard or holds an approval.
