Iraq CMC device, SIM and beneficiary register

List your tracking devices in the column order of the CMC device table. The sheet flags missing fields, duplicate serial numbers and IMEIs of the wrong length, counts devices per beneficiary, and tracks the attachments the controls list.

Free: enter your name and email and we send you the file. Works in Excel, Microsoft 365, Google Sheets and LibreOffice Calc. No macros.

What is the register for?

The licensing controls of the Communications and Media Commission (CMC) of Iraq, issued through its Telecommunication Regulation Directorate, ask for a table of the tracking devices in use, as an Excel file. A fleet keeps the same data for its own vehicles and hands it to whoever files it. The table lists the device, model, serial number, quantity, beneficiary, location, supply date and SIM number.

This file builds that table for you, in that order, and checks it before you hand it over.

How to fill it

  1. Fill Start here. Name, file reference and the contract reminder window.
  2. Overwrite the grey example rows. Then fill only the yellow cells on the Register.
  3. Add each beneficiary once. Use the name exactly as it is on the Register.
  4. Fix every row that is not OK. Read the Check column and the Summary.
  5. Work through the Attachments sheet. Set a status, the person responsible and a due date for each line.

How the row check works

Incomplete = any of the nine CMC columns is empty Duplicate serial = the serial number appears more than once Check IMEI = an IMEI is entered and its length is not 15 digits OK = none of the aboveExample: 4 rows, 1 incomplete, 2 duplicate = status Check flagged rowsAn IMEI has 15 digits. The check looks at length only, not at the check digit.

Devices per beneficiary

The Beneficiaries sheet adds up the Quantity column for each name and shows contract dates. A contract that is expired, or ends within your reminder window, is flagged. The Summary also counts names on the Register that are missing from the Beneficiaries sheet, which usually means a spelling difference.

Verify the text before you submit

Verify against the current official text

The column order and the attachment list come from the licensing controls as we read them in the March 2025 upload, checked again on 3 Nov 2026. A newer version dated 25 May 2026 is listed on the CMC site but could not be opened, so the controls may have changed. Open the controls PDF or the current text on the CMC site and compare. The controls also say the licensee carries the consequences of leaving out device information.

Limits of the register

It is a worksheet. It is not a licence application, and it does not say that Tracom or any company holds a licence or an approval from the CMC. The Check column tests format, not truth: it cannot know whether a serial number is real.

Start the data at the device

Serial number, IMEI and SIM are device data. Collect them for each vehicle when the device is fitted, and keep the device setup on record. The file also holds beneficiary names and contact details: keep it with restricted access and delete what you no longer need.

  • SCMS portal. Manage devices and configuration files in one place.
  • Advanced configuration files. One setup file per device model.
  • Over-the-air updates. Update device software without a workshop visit.
  • Real-time SMS adjustments. Change settings from a distance.
  • No claim about licences. Licensing is between you and the CMC.
Questions

Register questions, answered

Working on a CMC file for a batch of trackers? Talk to Tracom.

What does the CMC ask for in the device table?

As we read the March 2025 controls: device name, model, serial number, quantity, beneficiary name, beneficiary location, supply date and SIM number, submitted as an Excel file on a disc. Verify against the current text.

Do columns A to I match the CMC order?

Yes, as read in that text. The Arabic file uses the CMC wording for the headings. Columns J to N are yours and are not part of the CMC table.

Why are IMEI and IMSI columns there?

The controls ask that beneficiary contracts show the IMEI and IMSI of each unit, as read in Chapter VII. Keeping them beside the serial number saves a second pass.

Can one file cover several beneficiaries?

Yes. Add each beneficiary once on the Beneficiaries sheet and the file counts its devices from the Register.

Does a clean Check column mean the CMC will accept the file?

No. The check finds missing fields, duplicates and IMEI length. Acceptance is the CMC's decision, and the rest of the application is separate.

What is Tracom's role here?

Tracom makes tracking devices. This file is a neutral worksheet for your fleet records. It makes no claim about licences or approvals, and nothing on this page says that Tracom holds one from the CMC.
