The reading

What the Summary tells the school

Must items decide the reading. The score is a weighted share of the items you have reviewed.

The weights and the pass line (80% is typical) are starting values you can change in Start here. The reading is your own assessment of the operator's documents. It is not an approval.

Why does a school need its own device list?

An operator's contract is written by the operator. A school that asks only about the price may find out later that there is no camera at the door, no login to see the buses, or no rule for a tracker that goes offline. A device list written from the school's side makes you ask every bidder for the same equipment, so the offers can be compared line by line.

How to use the files

  1. Set the weights. Must, Should and Nice to have carry typical weights. Change them in Start here.
  2. Write your own rule. The "Your rule or value" column is yours. The example next to it is only a reminder to ask.
  3. Send the RFQ annex. It lists the 14 Must items with the value you agreed, the evidence the operator provides and a column for its confirmation.
  4. Score what comes back. Pick Provided, Partly, Missing or N/A for each item.
  5. Take the result to legal review. The Word file prints the same list with check boxes and a signature page.

Reported examples: use with care

A few rows carry a gray example, such as a report that tracking devices or onboard cameras are required. The Saudi ones were checked against the Transport General Authority's own news of 13 Aug 2024 on 3 Nov 2026. The Dubai one comes from a Gulf News report (15 Sep 2018) and the school-login point from a transport vendor blog; neither was checked against the official text, and the rules may have changed. Treat each as a reason to ask your own authority.

Verify against the current official text

Ask your transport authority or ministry for the current rule. Write it in the "Your rule or value" column with the date you asked.

The RFQ annex

The annex sheet and the last page of the Word file repeat the Must items as a table with the value you agreed, the evidence the operator provides and a column for the operator's confirmation, then a signature block. Attach it to your request for quotations so every bidder answers the same questions.

What the school sees

Section E asks for what the school itself can see from the devices: its own login, the alerts it receives, camera clips and a monthly report of the days each device was online. A tracker with no school access is a tracker for the operator only. Section F asks who is responsible for the data, because cameras, trackers and readers record children. The list works with any make of device.

Limits of this file

It is a list of questions and a way to score the answers. It does not say what any law requires, it does not approve an operator and it is not legal advice. Verify the official requirements that apply to you and have a lawyer read the contract.

Related Tracom solution

Ask the operator what the school will see

The device sections are easier to score when you know what a tracker, an MDVR and its cameras can show. Ask Tracom which of these your model supports before you write the requirement into the contract.

  • Live fleet insights. Where each bus is, for the school and the operator.
  • Advanced geofencing. Alerts for leaving the route or the school zone.
  • Emergency panic alerts. A button for the driver or attendant.
  • SCMS portal. A login for the school, if the operator grants one.
Questions

School bus device checklist questions, answered

Need to know what devices can show a school? Talk to Tracom.

Does this list match my country's school bus rules?

It does not say. Rules differ by country, authority and school. The gray examples are reports, not the official text. Write your own rule in the yellow column and verify it.

What counts as a Must item?

The file marks 14 of the 34 requests as Must. That is a typical starting choice. Change the Priority column to match your own policy.

Can I send the annex to bidders?

Yes. The RFQ annex has the Must items with the evidence to provide and a column for the operator's confirmation. Remove any row you do not want to ask.

Why Excel and Word?

Excel counts the answers and gives the reading. Word prints the same list with check boxes for a meeting or a site visit. Use either on its own.

Can the score approve an operator?

No. The score summarizes your own review of the documents. A high score does not approve an operator, and a low one does not reject one. The decision stays with the school and its legal adviser.

What is Tracom's role here?

Tracom makes tracking and camera devices. This list is a planning tool. It does not say that an operator or a bus meets any requirement, and it does not need a Tracom device.
