What's inside

What comes with the certificate?

Three parts. Parts B and C stay in your office. Part D goes with the vehicle, once per vehicle.

  1. 01

    B. Document index

The documents you attach to an application, where each comes from, and a column for what the current ITC text asks.

  2. 02

    C. Vehicle and device register

Landscape table: plate, category, chassis, device, IMEI, SIM, installation date, Asateel status and permit end date.

  3. 03

    D. Installation certificate

One page per vehicle with English and Arabic labels: vehicle, device, installer, seven tests and two signatures.

The process

Three steps, in this order

This is how ITC describes it on its commercial transport page. The pack follows the same order.

  1. Add the vehicle on Asateel

Every commercial vehicle you operate needs an entry. Record its category in Part C.

  2. Install a tracking device

The device activates the vehicle. Fill Part D on installation day, with photos.

  3. Request the permit

ITC says permits are only available for vehicles that have a working tracking device installed. Attach the documents from Part B.

Verify against the current official text

The source is the Integrated Transport Centre (ITC), Abu Dhabi. Read the current text on the Asateel portal and on admobility.gov.ae before you submit. Points marked "confirm" in the pack come from supplier articles, not from an official text.

What is Asateel?

Asateel is the platform that the Integrated Transport Centre (ITC) in Abu Dhabi created for commercial transport. Companies register there, add their vehicles, install tracking devices to activate them, and request permits for active vehicles.

The ITC goods transport regulation (Resolution 74 of 2021) covers heavy and light goods vehicles, trailers connected to heavy vehicles, and motorcycles. Passenger buses have their own ITC regulation. Supplier guides also name buses carrying more than nine passengers: confirm that in the current ITC text.

How to use the pack

  1. Fill the pack details. Company, licence number, Asateel account reference and who prepared it.
  2. Keep Part C current. It is the one list of vehicles and devices. Update it when a vehicle is added, sold or re-equipped.
  3. Print Part D per vehicle. The installer fills it on the day and runs the seven tests. Attach the photos.
  4. List the attachments in Part B. Write what the current ITC text asks for and where each document comes from.

What the installation certificate records

The certificate has five blocks: vehicle, device, installation, tests and signatures. Every label is in English and Arabic on the same line, so one page serves a bilingual file. The tests are: position received, ignition events, movement and speed, an alarm test, device fixed and concealed, photos taken, and Asateel status.

Check the device list at the source

ITC publishes a list of tracking devices as a PDF. It changes. Open the current version, find your provider and the exact model, and print the page with its date. Keep the printout with Part B. This template does not say what the list contains.

Limits of the pack

The pack organizes documents. It is not the Asateel application, it is not legal advice, and it does not say that any company, vehicle or device is approved. Passenger buses, school transport and other permit types have their own pages at ITC.

Device records that feed Part C and Part D

Tracom ST100 is an IVMS GPS tracker. The IMEI, SIM and software version that the register and the certificate ask for belong to the device, so keep them with its record.

  • SCMS portal. Manage devices and configuration files in one place.
  • Advanced configuration files. Keep each device setup on record.
  • Over-the-air updates. Update device software without a workshop visit.
  • Second-by-second data. Useful for the movement and speed test.
  • No claim about lists. Check any approval list at the official source.

What is the Asateel installation certificate?

A Word template with a one-page installation certificate in English and Arabic, a vehicle and device register, and a document index. It records which device was fitted to which vehicle and what was tested.

Is this the official Asateel application?

No. The request is made on the Asateel platform of ITC. The pack only prepares the documents and records behind it.

Do I need an installation certificate for every vehicle?

Supplier guides mention one per vehicle. We found no official form, so ask ITC or your approved provider. Part D is built to be filled once per vehicle.

How do I know my device is on ITC's list?

Open the current list at the source, find your provider and exact model, and print the page with its date. Write the date in line 2.5.

Can I use the file in Arabic only?

Yes. The Arabic file is right to left and complete. The certificate keeps English and Arabic labels together on purpose, so one page works for both readers.

What is Tracom's role here?

Tracom makes tracking devices. This pack is a neutral set of forms for any provider. It makes no claim about approvals, and nothing on this page says that a Tracom device is on ITC's list.
